What we asked
We asked tenants to review the updated policy, which explains how we manage our housing estates and shared areas to help keep neighbourhoods safe, clean and well looked after.
What you said
54 responses were received.
- 81% supported the policy.
- 93% found it easy to read and understand.
People told us they wanted:
- Clearer information about reasonable adjustments and support for disabled tenants.
- Better communication and clearer explanations when decisions are made.
- Consistent action on untidy gardens and communal areas.
- A balanced approach that considers personal circumstances before enforcement action is taken.
What we did
We reviewed all the feedback and made some minor changes to the policy.
We:
- Added more information about how disability-related needs and reasonable adjustments will be considered.
- Confirmed that individual circumstances and support needs will be taken into account when dealing with breaches of tenancy.
- Updated the vehicle section to include caravans, motorhomes and trailers.
The revised policy:
- Supports a proactive approach to keeping estates clean, safe and attractive.
- Strengthens estate inspections and monitoring.
- Encourages tenant involvement and partnership working.
- Sets out clear expectations for gardens, communal areas, litter, dog fouling and parking.
- Promotes a fair and proportionate approach to enforcement while recognising individual circumstances and support needs.
Next steps
The Estate Management Policy was approved by elected members at the meeting of the Housing and Community Safety Committee on 10 September 2026. You can read the report presented to Committee here, which contains all of the feedback and responses to comments.
The revised policy will start on 1 October 2026.
