Libraries, Learning Centre & Heritage User Groups have been established in response to the considerable change and transformation requirements connected to the future delivery of the service within Moray. The user groups will enable a formal and regular community engagement method between the Council and active users of each library branch.
User Groups will help identify potential opportunities and improvements to ensure local need is met and that the service operates in as efficient and effective a manner as possible.

Have your say: Moray Council invites feedback on library opening hours
Moray Council is calling on residents to help shape the future of local libraries by sharing their views on proposed new opening hours. This follows the recent approval of a tiered operating model designed to make library services more sustainable and responsive to community needs.
Tier 3 libraries (Buckie, Forres) – 36 hours per week
Tier 4 library (Elgin) – 48 hours per week
The proposed hours have been developed with input from local library user groups and staff across Moray, but community feedback is essential to make sure they meet the needs of all residents.
The consultation runs from 12 December 2025 until 9 January 2026. This consultation also coincides with staff consultation in regards to the new model. Results of the community feedback will be discussed with library user groups and will be shared thereafter with the wider public. The intention is to start the new opening hours from March 2026.
